Coronavirus Update 11-13-2020

New COVID-19 Restrictions in Effect for Restaurants, Casinos and Sporting Events:

Governor Phil Murphy’s new Executive Order 194 went into effect yesterday imposing new restrictions on restaurants, casinos and sporting events as COVID-19 cases continue to mount in New Jersey.

The restrictions involve seating and hours for restaurants, bars, clubs and lounges as well as prohibitions of interstate indoor K-12 and youth sports. Included in the restrictions are:

  • Restaurants, bars, clubs, lounges, and other businesses that serve food or drinks will not be able to operate their indoor premises between 10:00 p.m. and 5:00 a.m.  Outdoor dining can continue after 10:00 p.m., as can takeout and delivery services.
  • Casinos will not be able to serve food or drinks between 10:00 p.m. and 5:00 a.m., with the exception of room service delivered to guest rooms and takeout.  Other casino operations will be unaffected.

Bar seating restrictions and rules include:

  • Seating at the physical bar in the indoor areas of bars and restaurants will be prohibited during all operating hours.
  • Due to the impact this may have on restaurants with small seating areas, restaurants will be allowed to have groups at tables indoors that are closer than six feet together, if they are separated by barriers that comply with guidance from the Department of Health.
  • Restaurants will be allowed to set up plastic domes outdoors, limited to one group each, as additional outdoor dining space.

Restrictions on Interstate Indoor Sports Competitions include:

  • All interstate games and tournaments involving indoor sports, up to and including the high school level, will be prohibited.
  • Collegiate and professional sports will be unaffected.

The measures took effect yesterday November 12, 2020 at 5:00 a.m.

Borough of Oakland Selling 'Oakland' Branded Face Masks:

The Borough of Oakland is selling 'Oakland' branded COVID-19 face masks to the public.

Masks are available at the Borough Hall, 1 Municipal Plaza, Oakland, NJ 07436 at the Borough Clerk's Office during normal business hours of 8:30 a.m. - 4:30 p.m. The masks are cloth masks.

Masks are $6.00 check payable to the Borough of Oakland.

Updated Quarantine Advisory Issued for Individuals Traveling to New Jersey, Bringing New Total to 45 States and Territories:

Governor Phil Murphy advised individuals traveling to New Jersey from states or territories with significant community spread of COVID-19 to quarantine for a 14-day period from the time of last contact within the identified state or territory. The updated advisory includes the addition of Maine and New Hampshire, bringing the total to 45 states and territories. The travel advisory applies to any person arriving from a state or territory with a positive test rate higher than 10 per 100,000 residents or a state with a 10 percent or higher positivity rate over a 7-day rolling average.

As of Tuesday, November 10, there are currently 45 states and territories that meet the criteria stated above: Alabama; Alaska; Arizona; Arkansas; California; Colorado; Florida; Georgia; Guam; Iowa; Idaho; Indiana; Illinois; Kansas; Kentucky; Louisiana; Maine; Maryland; Massachusetts; Michigan; Minnesota; Missouri; Mississippi; Montana; North Carolina; North Dakota; Nebraska; New Hampshire; New Mexico; Nevada; Ohio; Oklahoma; Oregon;  Puerto Rico; Rhode Island; South Carolina; South Dakota; Tennessee; Texas; Utah; Virginia; Wisconsin; West Virginia; Washington; and Wyoming. 

Due to the interconnected nature of the region and mode of transport between New Jersey, Connecticut, Pennsylvania, and Delaware, a 14-day quarantine is not reasonable in all instances. Non-essential travel to and from these states, however, is highly discouraged at this time.

Travelers and those residents who are returning from impacted states should self-quarantine at their home, hotel, or other temporary lodging. Individuals should leave the place of self-quarantine only to seek medical care/treatment or to obtain food and other essential items.

It is expected that individuals will follow the public health advisory to self-quarantine. The list of states will be updated on a rolling basis and is accessible here.

Borough of Oakland Seeking Community Support for Downtown Revitalization Grant Application:

The Borough of Oakland is applying for grant funding to make physical and pedestrian safety improvements to the parts of U.S. 202/Ramapo Valley Road from Terhune Street to the complex intersection of U.S. Route 202, West Oakland Avenue, and Yawpo Avenue. The project components include intersection improvements, new curbing and aligned sidewalks, decorative lighting, benches, wayfinding signage, crosswalk enhancement, bioretention/stormwater planters, garbage and recycling bins, and decorative flower planters.

A requirement of this State of New Jersey Grant Program is to seek community support, therefore, in order to increase the Borough’s chances in this highly competitive grant program, the Borough is seeking support from residents and the business community. The petition may be signed here.

Coronavirus Positive Tests in Oakland:

The Borough of Oakland has been notified by the Bergen County Department of Health that there are 11 new positive cases of COVID-19 reported in Oakland, bringing our total to 294 positive reported cases. There are 15 new positive cases in Franklin Lakes bringing their to-date total to 273 cases, and 23 new positive cases in Wyckoff bringing their to-date total to 500 cases. Bergen County reported 975 new positive cases since Tuesday, bringing the County of Bergen total to 27,604. Today the Borough of Oakland was notified by the Bergen County Department of Health that there was 3,399 new positive COVID-19 cases reported today, bringing the state-wide New Jersey total to 270,383 cases.
